Well I'd never heard of Nilapuu but have scurfed about and found some links. The first one has a brief description of what it is:

Go to page 13 and there is a section on Nilapuu preservation.
All this seems to come from a process they developed in Finland - no idea when - that the European Council have shown interest in. One of the reports on the internet indicates that there is a project running in Ireland too.
If I really knew how to drive the Internet properly I'd possibly find out other stuff too.
