Looks like local damage from fungi/bacteria to me, but.
Is this typical of all the leaves on the tree ?
Is it getting worse ?
Any problem with the trunk, eg. fungi, bark peeling etc ?
Any other trees affected ?
Is, or was this tree under stress from drought etc ?

I had a thought that it might be damage from low level atmospheric ozone or airbourne pollution from local industry. I have found holes like this on trees near airports or welding bays (arc, MIG, Tig welding)
Just a though, as I'm not 'spert on fings like this...

It looks like leaf miner damage to me, a small grub will be eating its way within the tissues and leaving these dead patches. If so, it is nothing to worry about and it will not affect the tree. The grub will soon change into a tiny wasp or insect and fly away.
Oaks should be putting out new leaves now with their Lammas growth and these probably won't be affected.
