The short aswer is "sort of..." These things have been around since the mid 70s apparently.
I asked our local chainsaw gurus and they reckoned if you're cutting out stumps then they were a good thing; bearing in mind that you get a lot fo stone and soil damage to a chain doing that sort of work
Also for the occaissional user who cannot/ will not learn to use a file properly they will be of use. The chain is good for cross cutting but not much else
Don't forget, you need a new bar as well as the chain
