Depending on the volume of timber felled unless the site is being cleared for planned development they would need a felling licence issued by your local Forestry Authority (formerly commission).
However, a good place to start would be the tree officer at your your local authority. At this time of year many sites are cleared to avoid nesting issues when building starts later in the season.
You can look for the wood on the FC mapping site, select what you would like to see from the key on the right, felling licences and grants are included.

My concerns are that approximately 3 acres of woodland have been cut down and stoned over in the last 2 months. Several trees have been bulldozed onto the ground and left in situ as they have fallen. This has made me feel slightly uneasy and I'd like to check-up online somehow. I'd prefer not to get involved by asking the settlers there directly, as in some ways of course, its none of my business; but with acres and acres of other valuable woodland surrounding the site, I can't help feeling concerned about its prospects from a nature-lover's point of view.

One simple phone call to the FC on zero one five eight zero two one one one two three would give you the answer in minutes.
